New user management
- Features
- Added a screen to view groups assigned to user, the controls they are assigned to, and change the membership
- Added a screen to view controls assigned to a user and change the assignments
- Added a user creator role. This role lets users create users and user groups and made it necessary to create new users
- Added the user name, date time and company time at the bottom of Excel exports
- Removed periods with no activities in the status/workload report
- Bugfixes
- Fixed the input in the tag category editor, to ensure it is cleared after creating a tag or a tag category
- Fixed an issue where after updating a control you are no longer scrolled to the right control in the control program screen
